The country is still adding jobs, though at a slower pace than last year. The Bureau of Labor Statistics (BLS) reported an increase of 136,000 jobs in September and a decline in the U.S. unemployment rate from 3.7% to 3.5%. The national jobs report, however, hides a lot of labor market variation at the state and local level. Some local
