A few weeks ago, Forbes Policy Editor Avik Roy proposed scrapping Obamacare's premium tax--a monstrosity expected to increase health insurance premiums by $261 billion over the next decade even while delivering only $161 billion in net revenues to the U.S. Treasury. Although it may be a delusional hope, it would be wonderful if Judge
